Must Google pay an Internet toll?

The President of Spanish telecom giant Telefonica, Cesar Alierta, has recently made some shocking statements about Google having to pay for the benefits it gets out of its Internet business, according to him, thanks to using the Telefonica networks.

According to Mr. Alierta: “It is evident that the Internet search engines use our networks without paying us a dime, which is good news for them and a tragedy for us.”

What do you think? Is it fair or not that search engines like Google pay a toll to telecoms like Telefonica? Why?
