    Just because they show reform doesn’t mean they actually have.

No, prisoners should have the right to early release

    Early release must be *available* to prisoners who have shown reform. Otherwise, don’t call them “correctional facilities”. The punishment must fit the crime. And the extent and duration of the punishment must fit the reform shown.
